David Richardson was appointed to serve as the Senior Vice-President of Operations - Business Management Consulting of DLR & Associates Group in May of 2022, after serving as the Acting Deputy Chief Operations Officer of 48Forty Solutions.
Mr. Richardson is responsible for the Business Management & Legal Consulting arm of the company, a Senior Member in our Business Performance Improvement practice, and is also a member of our Procurement and Social Impact initiatives. He also Co-Manages our business contracting operations and is also a leader in the company's recruiting and retention efforts.
David earned a B.A. in Business Administration from Wilmington College, in Wilmington, Ohio.
David started his career as an associate of the Human Resources/Internal Compliance Division of the law firm Porter, Wright, Morris, and Arthur LLP, based out of their Chicago, Illinois office. There he was responsible for assisting in ensuring that employees of the firm were in compliance with all local, state, and federal regulations.
Subsequently, and notably, while at Porter Wright, David was asked to Co-Lead a Legislative investigative team by the State of Ohio Correctional Institution Inspection Committee. While serving on that committee, David investigated the conditions of the Ohio Department of Rehabilitation and Correction, its "Use of Force" Policy abuse allegations, and prison conditions. David drafted legislation, floor remarks, and hearing questions on the hearings of the infamous House Bill 86 and Senate Bill 222 in 2012.
The Bills passage enhanced the powers the Director of the Ohio Department of Rehabilitation and Corrections and his ability to release an offender upon completion of special "Earned Credit" programs. By implementing "Earned Credit" programs for low-level offenders, offenders were able to decrease their terms of imprisonment and become "Returning Citizens" with skills that would benefit our communities.
The Bill also created enhanced strict requirements for Correctional staff in determining when it is necessary to execute and enforce the “Use of force policy“. House Bill 86 would also ultimately reduce the inmate population from 53,000 inmates down to 23,000 inmates over the course of eight years.
With nearly a decade of experience in management consulting before joining DLRA Group, David has served as a corporate officer in various positions. He served as the Executive Vice-President of Fidelity Mutual Capital, then served as the Regional Director for Relogistics Services, and also briefly served as the Acting Deputy Chief Operating Officer for 48Forty Solutions in Houston, Texas.
During his tenure in these positions, he was the lead on a broad range of projects with clients in various industries including retail, higher education, supply chain management, trucking, logistics management, operations management, and workforce procurement. Through these experiences, he has developed an expertise in corporate formation, mergers and acquisitions, business contracts, business scaling strategy, change management, and cost transformation.
Outside of his client work, David is an instrumental member of various community and social services organizations, and DLR & Associates Group's Social Justice Initiatives. We are pleased to have him as member of our Executive Leadership Team.
David currently resides in Detroit, Michigan with his family.
